Care Bill Is at a Tipping Point

Despite the president's best efforts to use his bully pulpit to cajole recalcitrant lawmakers to back the unpopular Senate health-care bill, Mitch McConnell's math on securing the 50 Republican votes needed for the clumsily named Better Care Reconciliation Act was fuzzy as of Friday afternoon. After postponing a vote on the legislation before the July Fourth recess to allow time for further negotiations with reluctant members of his caucus, McConnell and the rest of the G.O.P. leadership unveiled a revised version of the bill on Thursday. But the changes have not yet assuaged the concerns of senators at both ends of the ideological spectrum.
