If a single vulnerability (in Struts or any other package) was responsible for a breach of this magnitude then Equifax was being dangerously careless with extremely sensitive data. Equifax is ultimately responsible for the safety of this data. This includes both, being careful about they software they use and employing "defense in depth" so that a single vulnerability can't do too much damage.
