Amid fears of 'riots' and ignored storm warnings, Scott wants power on 'now' in Florida Keys

Adding to the frustrations of some Keys residents were back-to-back announcements from the Department of Defense and Federal Emergency Management Agency that, some feared, tried to dissuade residents from returning or exaggerated the ravages of Irma. DoD claimed that 10,000 people who hadn't left the Keys might need to be "evacuated" and FEMA estimated that one in four Keys homes might be destroyed. Both agencies walked back the press statements.
